Mark Stevenson, Chief Executive Officer, has 22
years of experience in commercial banking, credit management
and
corporate finance at U.S. Bancorp and Security Pacific Bank.
Most recently, he was Managing Director of Debt Capital Markets
for U.S. Bancorp Piper Jaffray, where he specialized in
providing high quality capital structure advisory services to
corporate clients. Working in collaboration with Robert Krueger
(see below) while at Piper Jaffray, Mark established a strong
track record of building a highly successful business by
identifying and leveraging strengths into niche markets. From
1991 to 1997, Mark was Senior Vice President and Credit Approval
Manager for U.S. Bank’s national corporate and international
banking groups, where he was responsible for credit approval and
management of a $1.7 billion credit portfolio. A graduate of
Stanford University, he has resided in Portland for 15 years,
providing financial services to private and public companies in
the Northwest and throughout the country. Immediately prior to
joining Capital Pacific Bank, Mark spent a month on a Mercy
Corps project where he trained management and staff of
Mongolia’s XacBank on effective small business lending
practices, underwriting and new business development.
Robert Krueger, President, oversees business
development and community involvement for Capital Pacific Bank.
His 24 year
career in commercial and investment banking has
consistently focused on delivering solutions to meet bank client
needs. Bob has over a decade of commercial banking experience
including branch banking, middle market and leveraged lending,
cash management and dealer services for U.S. Bank of Oregon. In
the early 1990s, Bob helped start U.S. Bank’s middle market
business development team in Oregon. In 1995 he transitioned to
the capital markets where he applied his commercial banking and
entrepreneurial skills to other financial service initiatives
for bank clients. During his ten years with U.S. Bancorp / Piper Jaffray, he teamed with Mark Stevenson and created a corporate
bond origination group. Bob holds a Bachelor’s degree in
business management from Whitworth College and series 7 and 63
NASD licenses. He has been a resident of Portland for 20 years
participating in community organizations including the SMART
youth reading program and the Oregon Food Bank.
Felice Belfiore, Chief
Financial Officer, oversees all financial management,
reporting, and accounting
functions. A Certified Public Accountant, Felice brings a
background of both public accounting and community bank
experience to the Capital Pacific Bank management team. She
served as Controller/Vice President of Finance for Bank of the
Northwest until late 2002. Prior to that, she was Senior Vice
President & Chief Financial Officer for VRB Bancorp in Rogue
River, Oregon. Felice has extensive experience in financial
reporting to the Federal Deposit Insurance Corporation and the
Securities and Exchange Commission as well as experience in
financial data and risk management and shareholder relations. In
2002, she was recognized by the Portland Business Journal as one
of Portland’s "Top Forty Under 40." Felice participates in
various community and philanthropic organizations, most recently
serving as a member of the Oregon State University Foundation
Finance Committee and a business counselor for the Portland
Rotary’s Camp Enterprise Program.
Harlan Barcus, Chief Credit Officer,
is responsible for all credit administration including review,
portfolio
and
individual credit analysis, approval and policy administration.
Harlan has 25 years of credit administration and banking
experience including several years in the 1980s as Senior Bank
Examiner for the Federal Deposit Insurance Corporation. He
joined U.S. Bank in 1990 and served in a variety of loan
administration capacities culminating in his appointment as Vice
President and Senior Credit Administration Officer. In 1999,
Harlan joined a local community bank, American Pacific Bank, as
Senior Vice President and Chief Credit Officer. Active in the
community, he is a board member and past President of the
Portland/SW Washington chapter of the Risk Management
Association, a member of the Oregon Bankers Association Lending
Committee, the Providence Milwaukie Hospital Foundation board,
and is active in Rotary Club of Portland.
Tyson Smith,
Chief Information
Officer is responsible for
the strategic management of the Banks
information technology
systems and product development. Tyson has 19 years of
banking and technology experience. In 2004, he was named
IT Executive of the Year by the Portland Society for Information
Management (SIM) and recognized by the Portland Business Journal
as one of Portland’s "Top Forty Under 40." In addition to
providing strategic leadership on technology initiatives, Tyson
has extensive experience managing treasury management products
and services, and currently holds the Certified Treasury
Professional (CTP) designation. A technology leader, he
is the Past Board President of the Association of Financial
Professionals of Oregon and Southwest Washington. Tyson also
volunteers technology assistance to various non-profit and
philanthropic organizations. Before his tenure with Capital
Pacific Bank, he was Vice President and Manager of Product
Development and Systems Administration for Bank of the
Northwest. Prior to that, Tyson held various technical positions
with Bank of America, West One Bank and US Bancorp, culminating
with his appointment as E-Commerce Product Manager for the six
state region of US Bancorp.
Robert Countryman, Executive Vice President
for Business Development and Client Service, has over 16 years
of
commercial banking experience. Prior to joining Capital Pacific,
he was Senior Vice President and Team Leader of KeyBank’s
Corporate Banking Group in Portland. Robert joined KeyBank in
1998 and was part of the Oregon District Management Team. In 11
years with Bank of America/NationsBank, he held various
positions in Commercial Banking and Commercial Finance in Dallas
Texas, Seattle and Portland. Robert is active in our community
and has held various volunteer leadership positions including
Past President and current Board Member, Portland Children’s
Museum; Past Board President, current Nominating Chair and
Executive Committee Member of the Juvenile Diabetes Research
Foundation (JDRF); member of the Columbia-Willamette’ YMCA Board
of Trustees and 2005 YMCA Strong Communities Campaign Fund
Raising Chair. In 2003, Robert was received a Portland Business
Journal “Top Forty Under 40” award and was honored as “Parent of
the Year” by JDRF. He holds a Bachelor of Science degree in
Business Administration/Finance & Law from Portland State
University, and graduated with High Honors.
